CITY COUNCIL REGULAR MEETING MINUTES

Aug 12th 2025

7:00p.m.

221 Main Street, Nerstrand

1. Call to Order/Pledge Allegiance

2. Roll Call: Todd Evavold, John Harris, Betty Voge, Pam Caron and Karla Ingersoll.

3. Approval of Agenda Motion to accept John Harris seconded by Karla Ingersoll and all approve.

4. Consent Agenda Motion to accept by Betty Voge seconded by John Harris and all approve.

Sent items to council: Clerks Report, Agenda, Meeting minutes from prior month, Audit information, emails from council members, and citizen complaints)

(All items on the Consent Agenda are considered routine and have been made available to the City Council in advance of the meeting. The items will be enacted in one motion. There will be no separate discussion of these items unless a council member or citizen requests, in which event the item will be removed from this agenda and considered in normal sequence.)

5. Clerk’s Report

A. Just a reminder that we have budget this week and we start at 6:30 pm.

B. Water Billing Update: 1 shut off and 1 delinquent accounts.

C. Clerks are requesting that we move to a bi-weekly bill payment schedule to avoid finance charges and reduce the amount of signing the night of council.

6. New Business

A. Audit provided by the accountant- Council reviewed the audit and was very pleased with the report that was provided by the account. Reviewed the discrepancies and solutions to the discrepancies where discussed.

B. Request for professional photos- Names were provided for potential photographers. John Harris took the lead on this is going to reach out to an artist he knows personally and see if they can put some images together.

C. Stormwater run off- It was presented to council state statues on neighbors run offs. The neighbor in question took action to correct the issue and things were handled with a friendly neighborly conversation.

7. Old Business

A.Discussion regarding cannabis ordinance- Application needs some changes and once completed we will send that to the lawyer and the ordinance for review.

B.Discussion regarding liquor ordinance and permitting- The committee needs to review the lawyers suggestions before submitting them to council. There were no scheduled meetings of the committee.

C.Street Paving- Farm street and around the Fire Hall are areas that are in need of paving. We need to concentrate and set a priority so we can plan ahead for these.

8. Reports of Officers

A.Public Works Director – Steve McDowell-

a.It was reported that there may be some flooding happening between City Hall and Boots and Lu’s. Steve will investigate this further.

b.Golf carts are to remain on the gravel when hauling brush and tree limbs.

c.Dept of Health- We are within compliance.

d.Lead Testing complete and will deliver results when received.

e.There is a tree hanging and visibility is difficult. Steve will talk to the home owner.

B.Mayor –

a.There are additional trees in the park that need removal

b.Talked with the Methodist Church and the homeowner about the parking situation and was able to find resolution.

C.Fire Department – Joe Johnson-Not present

D.Council Members

E.Zoning Committee-Meeting Minutes Provided by Lu

a.Lu has some properties to discuss with council and will add to agenda for the next meeting.

9. Other Business

Mowing contract up this year. Plan to post in October seeking bids. Todd and Steve will provide a map of locations for mowing.

10. Adjourn motioned by Betty Vogue seconded by Pam Caron and approve by all.
