City Council Meeting Minutes February 8, 2023

Nerstrand City Council met for their regular monthly meeting on Wednesday, February 8, 2022 at 7:00p.m. Those in attendance in person were Council Members Carrie Turi, Dan Pfleger, John Harris, Jennifer Schwab, and Mayor Todd Evavold. Other people in attendance were, City Clerk, Dana Jans, and 3 residents.

Roll Call

Councilpersons, Turi, Pfleger, Harris, Schwab and Mayor Evavold present.

Approval of Agenda

-Motion to accept the agenda with the addition of the pay equity report, snow removal behind Nerstrand Meats, and clerk training, by Councilor Schwab second by Councilor Pfleger, motion passed unanimously.

Consent Agenda

-Motion to accept all consent items by Councilor Schwab, second by Councilor Harris, motion passed unanimously.

New Business

-Motion by Councilor Schwab to contract with Service Master who was the lowest bid for cleaning services for one year, second by Councilor Harris, motion passed unanimously.

-Discussion on water meter readings and if McDowell would like assistance in his position. Motion by Councilor Schwab to contract with Howard Quamme for $75.00 a month if less than 6 inches of snow on the ground, $100.00 a month if more than 6 inches. Second by Councilor Harris, motion passed unanimously.

-Nerstrand Fire and Rescue requested permission to sell the old pumper truck in the same manner as the brush truck. Motion by Councilor Turi to sell the pumper truck, second by Councilor Harris, motion passed unanimously.

-Pay Equity needs to be submitted every three years. Report was generated and posted. Motion by Councilor Schwab to accept the pay equity report, second by Councilor Harris, motion passed unanimously. Clerk will submit documentation.

-Discussion on snow behind Nerstrand Meats and who is responsible for removal. Mayor Evavold confirmed that in the past it was the city who removed that snow. Motion by Councilor Schwab to clear the snow and parking areas, second by Councilor Harris, motion passed unanimously.

-Motion for Clerk Jans to attend MCFOA training in March by Councilor Harris, second by Councilor Pfleger, motion passed unanimously.

Old Business

-Discussion on insurance for the City. Motion to add the cemetery property to insurance and to decline the extra umbrella by Councilor Schwab, second by Councilor Turi, motion passed unanimously.

-Motion by Councilor Harris to begin the process of a land trade with Nerstrand Ag in order to get ownership of Farm Street. Proposed trade would be PID 21.1.14 50.004 which the city owns, for a sliver of land along Farm Street PID 21.14.1.00.004. Second by Councilor Turi, motion passed unanimously.

Motion by Councilor Pfleger second by Councilor Harris to adjourn the meeting, motion passed unanimously.
